Can copy TV in DVD format?

I'm new at DVD stuff heres my question. Was thinking of putting in a DVD Rom for awhile. I was wondering is it possible to copy video somehow off of TV to cdr's then change the format to dvd? Using the game plug ins to the computer line in or something? Just wondering.
I have digital research 16x internal dvd. Thankyou Pontiac1
