Getting money$$$$$ in GTA: vice city...

Are there parts of the city where you can get more money than others? Seems to me that most people have 1 or 2 bundles of cash after killing them. then every great while someone will have 5 or more bundles on them. I didnt know if people in certain parts of the city had more cash on them? Is there a good way to beating people? Every 2nd person i beat a cop spots me eventhough he wasnt there before and is worse using a gun.
