PAL4U Patches

Ok, I've done my research and know pretty much everything I need to know about ppf patches, but can someone please explain to me what PAL4U patches are?

I know they convert NTSC to PAL but what does NTSC and PAL mean?

Pal is the european format and NTSC is the American
