Right, the reason is, they never did actually get the english speech in the game. There is no english speech ANYWHERE :-). Apparently it is to preserve "authenticity" of the game by just including subtitles as opposed to speaking it again. one good thing about this:- the game is converted from jap to eng quicker ;-), but the downside. (obvious really innit?)
