making your own patches for PAL games

there are some PAL games that i cannot get to work. I thought that i heard somewhere that you can edit the IP.bin or something like that...

can someone confirm this..or tell me that i am a retard!!

Of course you can edit ip.bin if you know what to edit...
You can make many good things by editing it, but I don't clearly understand your problem. Explain in more details. What the game, is it PAL or NTSC, etc. The only different I notice about PAL and NTSC is that NTSC versions is much faster...

What is your problem?
