NO, only active the first square blank "compatibility mode" at put in windows 98, not active 640*480 option or other below options in that window.
With this, is the same in fact, he can play same that if donīt active this option. But i agree that if he find other NO-CD that work, it would be best, but other people have same problem and solutionate with "compatibility mode" in win 98.
