Burning...

I've copied a messed up copy of Street fighter alpha 3 to my PC. I now have both a bin and a cue file. My questions are these:

How do I properly burn this game to a CD?

what program do I use?

Can CD - RW's be used?

Oh I have alcohol 120%, if that helps any.
