downsampling dc video files

i 've been looking for few days for tutorials, which could show me how to downsample some dreamcast video files (.sfd's), but without results, i would be very greatfull if someone could help me, and tell me how to do it and what stuff i need to use, or just give link to some tutorials.

Try searching for "Dreamcast Movie Creator", it was extracted from the Sega SDK. It´s usefult for what you want. Runs fine on W95, but also in 2K/XP in compatibility mode.
