Does the 'DC Standard 50hz to 60hz option in, Adrenalin Patcher v0.2 BETA, work on all DC games to make them booting 60hz full screen on a PAL DC system??

No it doesn't : it a "standard" code that works one most of the games, but not on every games. If my memory serves me well, it's exactly the same code as PAL Patcher "50 to 60 Hz code".

So theres not a program out there that wil patch 100% of games to 60hz??

No, because :
1) not all games are patchable
2) the codes might be very different from one game to another
