convert PS2 PAL to NTSC

I just finished downloading a PS2 game:
Hitman.2.Silent.Assassin.PS2.FULL.DVD.PAL.by.phoen on

And I know that my PS2 is only a NTSC and modded so I burned it anyway and it didn`t work.
It`s a .nrg (nero) file
I have a software that will only convert .bin files.
Is there a software that can convert PAL to NTSC and will it take .nrg?
Or can I convert the .nrg file to a .bin file?
