DVD REGION X plays PAL games on NTSC?

I heard that http://www.mod-chip.com/regionx.htm can play PAL GAMES on a NTSC console, but im not sure.

I have never heard of DVD Region X doing that?

It can play multi region dvds but not both pal and ntsc.
