so where do they come from?

OK, I've been reading around, I've seen that this DC Rom Ripper is fake, and I've known for a long while that Nightmare is, but where do the Dreamcast games on IRC and such come from if you cant copy DC games yourself? Or is there certain hardware or something that is needed? Just curious.
