If all wires are soldered to the correct place, use a magnifying glass to check behind the bios chip legs for a solder ball or bridging also double check your cd/dvd controller connections for bridging.

Aight i checked the cables and they're fine. The bios' legs seemed to be messed up. I tried to fix it and i'm not sure if i got all of it out. how do you guys fix the legs- that thing is microscopic. I even took out my messiah chip and it does the same thing.

Is my motherboard dead? If so where can i get a new V7 motherboard?

To remove excess solder or to clean the legs I use desoldering wick/braid (bought at radioshack).
I don't know of a place that sell V7 motherboards, I've seen v4 and below, but not v7. I guess you can try ebay.
If you can't fix it many people on this forum have recomended Bill from www.freedomlives.com for PS2 repair. He might be able to fix it.
