New tool : IP extractor

I've released a new tool for you : a small proggy that can extract ip.bin from selfboot CDI images. You'll need pfctoc.dll that is included with my other tools.

Hey Megalex,

Your IP extractor is very useful. I could recover the original IP.bin of EGG in .cdi to build the original cue-bin and patch it to remove the RGB protection
Of course PAL patcher converted the game to 60 hz
