Does this mean the disc is mod protected?

I have a neo key for my PS2 but I always get this screen with both DDR Best Hits and Beatmania Best Hits. Also, there are no listed patches on GameCopyWorld. Does this mean the patches haven't been devised yet?

However, these specific games aren't listed on the protected PSX games list either?
