Sega Anti-Piracy??

Does the sega Anti-Piracy program are now active because i want to buy a dreamcast and i want to know if sega send the modified console on the market or is it for later. Please Help Me!!

P.S: My question in general is does the new anti-piracy dreamcast are on the market or no?? (how to know if they are or not???)
