sync problem

i have a 1h:38min video on my pc that i encoded to dvd but the audio and the video do not sync and i cant figure out why the audio is cbr 128 mp3 and the video is 25fps and i have ntsc tvs so my only thought is its a frame rate issue because ntsc dvd is 30 fps does anyone know how i can encode the video to dvd and sync the audio to the video?

i am using ulead dvd movie fatory 3.5 to encode the video to dvd
