a question about "copyright"

I had an Idea about doing a shop where ppl can play with all the different Consoles and Games for a small fee. Like if they want to test a game or just for fun with many other ppl. I want to know if that is possible, or would I have to pay fees for every game that can be played there. And is it possible to use backups for the the consoles so that the originals don't get damaged. I've heared it is legal to have 1 copy of a game if u have the original. (Germany)

Hope u guys can help me. I'm searching the net since days to get an answer.

I also had an idea about starting a business like this.

Something like an Internet cafe but with console and games

You would have to pay fees like Video game rental shops and im pretty sure they would not let youuse backups

Damn that makes it really hard. Those fees are huge T_T. But Internet shops don't have to pay that fee. I've read the Warcraft III license and there it says not limmited to Cybercafes, Gameshops etc. I could need the nintendo license text. But I haven't found one :/
