Why wont mpeg-2 open up in Premiere??

I want to be able to edit some mpeg-2 files using Premiere 6.5. An mpeg-1 created using tmpgenc will open up in premiere so you can watch it or edit it. However an mpeg-2 created using tmpgenc wil not work in premiere. Only the audio is available. Why?? Strange considering premiere now features mpeg 1 and 2 expot function.

Did you use standard settings for mpeg2 ?

yeah i think so.. under GOP structure i clicked the standard button and under system tab i tried with both mpeg-2 settings. But premiere only opens audio.
