Nero Express Trying To Make VCD...

I'm using Nero Express and I'm trying to put together a VCD and I have encountered a problem.

After adding the video clip I looked under the properties of the menu page and I noticed that the resolution is '704x576 [PAL]'. I also checked the properties of the video clip it-self and it had the resolution at '352x288 [PAL]'. I want to burn this VCD in NTSC format. How do I change the settings? Also If i'm making a copy of a single file (movie) then is the menu no longer neccessary?
