You can boot backups with a Gameshark or AR2 without a modchip using the knife swap trick....BUT BE WARNED.....YOU WILL BE BUYING A NEW PS2 IN THE NEAR FUTURE.......
As far as a TRUE "Boot CD"......
NO....There is no boot CD that works.......

I'm sorry.... I will not tell anyone how to do this.....The reason is, I don't want people to blame me when they break their PS2 (WHICH WILL HAPPEN).....
If you are set on NOT buying a chip...Then search the forum or the net.....This type of thing has been posted many times....
BUT just remember, YOU HAVE BEEN WARNED......
I don't want to see you back here shortly, asking how to fix your PS2......
PLEASE........BUY A MOD CHIP......
