Can somebody explain me step 3 of the Gran Turismo 3 DVD Rip Toturial? I can´t understand "DOWNSAMPLE". What doI have to do?

This is Step 3:

Step 3, Go into the folder called stream and downsample the following files while deleting the remaining ones.

Example of Downsampling

If I had a file called movies.pss that was 48mb and another called
cars.pss that was 4mb.
I would delete the movies.pss file, make a copy of cars.pss and rename it movies.pss.
So the movies.pss should now be a 4mb file but will be a valid movie file.
