Is it possible to burn a DVD without a DVD player or a DVD burner? PLEASE HELP!!

A few of my friends said they made a DVD without a DVD player or burner. But they won't tell me how. If this is true can someone please tell me how. If this is not true can someone tell me. U can E-mail me your response or I.C.Q me. PLEASE HELP ME.

You can make DVD quality by CD-R or CD-RW.And it can play at PC or new type DVD player.But only 18 minutes per disc.
