burn a disc from Nero Rom Burner

Hi guys i have a dreamcast and i burnt a bootdisk the utopia welcome blablabla but when i tried to burn the browser disc it wont load i would like to know what im doing wrong and am anxious i am coping egh for QUAKE im just burnoing the .ar i but im sure you knoiw the one i mean please help
