Is there a program that can change the ending from .bin to .cdi?

Change the ending? You mean extension? Sure, just rename it... Of course just changing the extension does nothing for the format of the file!

I think what you're wanting is BIN2BOOT. This converts the .BIN/.CUE image file to a self-boot .CDI file.
