As bighap said, most motherboards will have two IDE channels - allowing four devices in total. However, you can get a ATA PCI card that will add another two IDE channels so this will add the extra space you need.
For dvd burners...you can get very cheap pioneer 105's and if you need the dual format then there are also cheap 106's. Cheap cd writers are easily picked up - Lite-on's
