bitrate for dc audio

thanks again,.. my only problem right now really is my own laziness,.. i just want a simple wav editing program,..i don't want to take the time to learn one. and,.. can anyone confirm or deny,.. someone suggested that i use nero wav editor,.. they said that it reduces the file size drastically,.. and yet,.. keeps the khz? the same. can anybody suggest a really simple wav program?
