The Admin for the league has to generate the schedule. If you start your own leagues either season or tournament you will find that even when the schedule is generated and you have proposed times for games no one shows up, if you like playing online just play quick games and pick up (team up) games. The tournament structure is even more awful because you can't propose a game time you just have to hope they are online at the same time which will never happen. I think 2K slapped these together.
