almost done? need help downsample

ok, its my first time ever tring to burn games, so i got the Jet Radio iso and extracted it, now i wanna know where i can find a guide in downsampling it and how to put it together, i dont want a selfbootable disk, ill use a boot CD since its my first itme, can anybody help me please??
