doa2 UK Real store bought version doesn't work properly boot CD 1_1

Hi I have doa2 store bought from UK and I have an Australian Dreamcast that is Pal. My problem is that when I load doa2 on my DC with the boot cd 1_1 the whole screen shifts half way down on my tv set. Now I tried loading this copy of UK doa2 on a japanese DC console with the boot cd and still the whole screen is shifted down. Even if you change from 50hz or 60 hz the same problem occurs. All the tv's I tried it on are multi ntsc/pal tvs will support for pal60. All I know is that if I boot doa2 with action replay and use the vga box with monitor instead of a TV the screen looks beautiful and is not shifted down. And the screen is still shifted down on the tv if I use action replay instead to boot doa2.
