How do you speed up loading times apart from using dummy file

I have ripped SWWS2000 Euro edition, but it is very very slow to load. I know that one method to solve this is to use a dummy file to push the contents to the outside of the CD, however, this game already fills a CD so that isn't an option.

I have seen suggestions that you can re-order the contents of the CD to achieve the same goal, but can't find enough information on this to enable me to try it. Can someone please help.
