having trouble patching up tokyo xtreme racer 2

can any tell me what im doing wrong?? i followed the instructions exactly step by step and i run the included MKISOFS.EXE and its not creatng the data.iso at all but when i run the Inject the bootsector: IPINS.EXE (it will ask you for the supplied IP.BIN and DATA.ISO) i get a very small iso file and this isn't working at all?? have ne one gotten this patch to work? if so please help me out
