snes roms on dc

I went to this site here. http://go.to/selfboot they say that it can be done using their programs however these programs do not want to work with my version of windows or something like that, is it because im using windows 98? if so, is there any programs that work with 98 to do it? and if thats not the problem could someone fill me in on what is?
