Phantasy Star Online

Do you have to be a member of Sega Net to play PSO Online? Does Sega Net cost $$$$$? Also I tried setting up my dreamcast on the internet using the help file I found on the net using Freeinter.com but I live in Canada and it didn't seem to work. If anyone can help me out with this I thank you.
