Resident Evil 1,2,3 backup booting problems on PS2

I can't seem to get them to boot on my PS2 using the swap method with both the gameshark lite and the memory card exploit. I've burned about 20 copies on different settings/speeds/programs and none of them will work. Other games run like Final Fantasy 8 and Street Fighter Alpha 3 but not any Resident Evil games. Anyone have any idea on what im doing wrong? Could it be something with the TOC? Thanks in advance.
