What to do with no ip.bin

I got a copy of MSR the other day, but it refuses to boot. The laser head just rapes back and forward. So i decied to copy the file onto my HD and reburn it as a bootable disk. But there is no IP.BIN. If any can tell me how to create one, or if anyone has, then could you send me it ;-) Please Help!!!!!
