HL2 and activation... no internet connection

How can you activate a retail HL2 DVD on a pc that does not have an internet connection... From what little I have read, you need to activate this game online via steam, so what do you do if you dont have a net connection?

go to a friend with internet connection.

But would that then only be activated on a friends pc?? Im sure there are plenty of people who dont have interent at home, I personally play games on a pc without net connection...
