Please Help Noob!!

My birthday is coming up real soon and I really wanted to upgrade my XBOX. A couple of my friends have modded Xbox's.They payed $150 for basicly, Atari, Nintendo, Snes, 64,ect. (Everything) I mean you turn the Xbox on and it lights up Red (instead of green) with naked girls jumping on the screen. It literally has every game. Can someone please send me in the right direction in saving some cash and learning a bit more? Isn't it illegal to have Sega Genesis games on your XBOX??????
