PS2 will not start (magic 3.1)

Hope soneone can help. I bought a Magic 3.1 bootchip as a gift for my brother. It was installed but the PS2, but it will not boot.
The tray will not come out and if it does its only half way then it closes again.
Nothing works. The wires have been checked that they are soldered firmly.

I heard alot about fake or cheap mods, but i dont think this is the case.

Also its a v.7 ps2. Some says its a problem with the magic 3.1 and the v.7 ps2.

Anyone know what the problem could be.

its was installed by a pro electrician.
