Can't access xboxdash.xbe with x2.2 lite off

First let me say that 1. I have everything named correctly, the file is in my C: xboxdash.xbe 2. I was told that you also need you hdd to be locked, I have locked my hdd. Now..

I have Xecuter 2.2 lite installed. I've been told, that when you turn on your xbox with the chip off, it is supposed to go to xboxdash.xbe. But mine, and a few I've modded, when I turn on the xbox with the chip off, I get the multi-language warning screen, with the numbers 13 at the top left. Some people I've spoken too have no idea. I thought I was a shoe-in with the locking of the HDD. But after I did that, I still get the warning screen. I can only access my xboxdash.xbe throught evoxdash, or using boxplorer - (either on cd/rw or using boxplorer through evoxdash) I'm literaly out of ideas as to why this is happening.
