Why new self-boot release don't have the IP.BIN boot file ?

Why new self-boot release don't have the IP.BIN boot file ?

I have the game files of silent scope and i tried to burn a selfboot cd with the selfboot utility kit (ver 2.8) but it dont work because there's no IP file. I have the same problem with 18 wheeler.
