Booting NTSC games on PAL

This is probably a fairly stupid question. I have an import NTSC game and i want to run it on a PAL dreamcast. I was told to use the files on megagames.com to make a boot cd that will run them. I downloaded Bootloader1.2 and used the file, in nero, to make a cd but it does not work. Am i supposed to be doing it differently? Is there a better thing to use than this?
