Cool home movies to vcd

I have some home movies that I want to transfer from VHS to VCD.

The VHS tape I'm trying to transfer is quite long. I only manage to capture about 10 - 15 minutes at a time in avi format.

At this point, the process halts - and the file size is 3.99 gig. I've figured out that this is bec Windows 98 FAT32 filing system - perhaps I should use Windows XP?

Anyway, what program is good for exporting .avi files as mpeg1 VCD and editing the avi files too? I use nero 5.5 for avi - vcd, but I need to edit the footage since it was badly put together.

I am using Adobe Premiere but no mpeg plugin is present (wow what a rip off! This software is so expensive. They could at least include this feature don't you think!? (well I didn't buy it anyway)) Something else too - Premiere exports an avi file to another avi file but somehow increases it's size, so you end up with less.
