Burned game problem

Hi, every time I burn a copy of PRO EVOLUTION soccer (PAL version) and i use it on my NTSC PS2, the images are off-centered, slightly shifted toward the bottom despite the patch (PAL to NTSC0 that I apply before burning the game to the CD. What is the problem? How do I solve it ?? is it because the patch doesn't work ??
