NAPA, TEAC, or file?

I made 3 VCD-compliant mpeg1 files, with the same parameters. Burnt them all on the same CD in VCD 2.0 format. 2 files play OK, one is shaking and jerking. I play them on NAPA DAV309 stand-alone player, use WinOnCD 3.7, burner is TEAC CD-W54E. When I play the jerking file on the computer it looks OK. WinOnCD eats that file without any bellowing. What is wrong? How to fix it?
