booting ps2 without chip

i've got tons of bootcds for ps2 which claim that a chip isn't nessesary, but they don't work.

are they fake, or is it just me who #### up the files?

All boot cds are fakes except legal games & demo disks, DVD Region X, FN Extreme, Action Replay 2, Gameshark 2, Memory Manager 16, Jap Utility Disk and perhaps one or two other utility type available in major shops.
