PSX Burn from weird ISO

I've recently obtained an ISO of Dragon Ball Final Bout. The in-game language is french, and seen as the game didn't release in europe I can only guess its canadian french. The thing is I'm trying to burn it onto CD, but with most the programs they say it's a foreign format therefore it won't write. I #####ed the iso itself to see which data mode to use, and its a CD001, so I stuck with data mode 1, but the copy still won't work on a mod-chipped playstation. Is there anything I should use specifically on this game to make it work?
