SKIES OF ARCADIA PROBLEM

I have all the files of the game in my HD .....
So i want to do an CDRWIN image in order to patch the game (because i have a PAL DC)

.....how can i do ???
Is it normal that i don't have an ip.bin file ????
Because of that, i can make an autoboot CD ....
