problems with crazy taxi 2

i just downloaded all 6 files for the CT2 english version and i extracted them into the .cdi file. I used discjuggler to write the CD, but when i put the CD into my dreamcast, it comes up as an audio file and doesn't register as a bootable game... what's the problem?
