Can't play Resident Evil Code Veronica (US version) please HELP!

Ok here is the problem. I just beat CD1 when it asked me to put in CD2 I did it. Then it told me that the CD 2 I put in is wrong! both CDs are backups and were burned from .bin files and are not self bootable. When I use CD2 alone it works.... but I can only start to play CD2 when I beat CD1 and put in CD when it asks me to.
